1. On some windows 10 computers, the downloaded exe programs are automatically blocked by windows. Hence, after download, user should right-mouse click on the downloaded program file and choose 'Properties'. At the bottom of the Properties dialog window, see if there is a 'Unblock' checkbox, if there is, check it and click 'Apply'. Do this first before running the installation program.

Pre-release of python 3/Qt5 EPANET/SWMM revision 1. This is the first revision of pyqgis 3 release that contains all of the fixes and updates up to this point. This version is geared for Windows 10 installation.
