second revision of code base since migration to python 3 and pyqt 5; this revision contains issue fixes up to this point and documentation update.

Past experience showed that there could be still unidentified dependency on QGIS program, hence for the time being, user is advised to install QGIS program (link below) on windows 10 (install to C:\OSGeo4W64 folder) if the software cannot launch.
