Release Checklist

1. Increase version number from VERSION.txt.
2. Make sure all the packages listed in Packages are present in the release.
3. Make sure documentation is up to date.
4. Pull changes from develop branch to master branch.
5. Make a Github release with targeting master branch.
6. Upload binary wheel to PyPI.
7. Upload binary installers to SourceForge.
8. Update README.md links to binaries.
9. Update tellurium homepage (http://tellurium.analogmachine.org/), i.e. links, versions, news, etc.
