Prerelease notes template for macOS

Follow these guidelines for drafting release notes as part of the running changelog.

• Replace 0.9.8-alpha.1 with the macOS SDK release version.
• Replace 9.8.7-alpha.1 with the corresponding iOS SDK release version.
• Replace 0.9.7 with the previous macOS SDK release version.
• Insert the most recent section of this changelog into the middle portion of the template, adding blurbs for changes since the last prerelease.
• There’s no need to use [link](syntax); GitHub automatically links issue numbers. Replace \[#(\d+)\]\(https://github.com/mapbox/mapbox-gl-native/pull/\1\) in the changelog with #\1.
