Fixed a bunch of stuff since the orginal version.
Changes:
- Ability to switch region from J -> U or U -> J for .pce files
- Settings saved from each start of program in settings.ini
- Combined with modified CDManipulator to be able to via daemon tools lite convert .bin/.cue combos to .cdm/.cue
- Added About section
- Ability to run/show "UperGrafX control panel" directly from the program.
