Added safety policies from google doc, rearranged into general, when using equipment, and test days

For the title of the doc, the A&L for Autonomy Lab should be capitalized

For the before turning on the car section I'd update the first bullet point to this:

  • Check no exposed wires hanging about
    • If not enough time to organize the cables, you must keep it taped up somewhere so it’s not a danger

Under the section that talks about the node board connctions or when the car is live, I'd add these notes under what to do if the nodes short:

  • Take extreme care not to short connections
    • If you do short something, turn off all nodes, check to see if there’s smoke or if the components smell burnt (or bring it to someone nearby who can check for you). If either of these cases are true, REPLACE component/board.
    • If there’s no smoke or burnt smell and only sparks, take EXTREME caution retesting the system again OFF on car and on the EEHW bench

For the section when the car is in 701 when it talks about ensuring car doesn't hit the wall I'd add this:

  • Ensure car will not drive into wall
    • I.e. if testing motor, have the wheels in the air with the jack stands, not on the ground or on the dollies

Overall, this was good, but just needs to be corrected before getting published. Namely, be careful with being too specific for a document which the entire lab will operate under. Additionally, keep note of the order in which you introduce bullet points as they allow you to be more direct and concise.

We should have a small "Competency test" for members who will be in the drivers seat.
And they run this test at the beginning of the test day. I'm thinking something along the lines of:
Arm the vehicle.
Disarm the vehicle.
Engage ESTOP.
Locate fire extinguisher.
Is vehicle safe to operate? (have someone stand behind/infront of car for test)

ADD:
All members should know where E-STOP buttons are.


- A car is considered armed if the key is in the ignition or
microcontrollers are powered
- Nobody is to be in front of an armed car, **no exceptions**

An accident report will have to be filled out. Inform technician/instructor of wound

- If not directly testing, **stay clear**
- Do not distract people testing as it may cause a lapse in judgement
- Save non-urgent questions for when people are not actively testing

When arming vehicle, announce "ARMING VEHICLE"
Same when disarming vehicle.
When test is starting, announce "STARTING TEST"

@jcirce please add number = true before warp = 72 in .mdformat.toml to resolve the enumeration issue withmdformat.
