Improve performance

Try to fix the performance spike for PlayerEnvironmentManager

For 1.13.2 and 1.14.4

Add a new option in config

rules.spawn.mustafar - true/false. If false, will prevent the normal monsters spawn in Mustafar world. Only FireBeetle will spawn
