Different program can be use in different condition, you can decide how to use with following subscription:

the file "YOLO_0603.ipynb" shows how to use YOLO V3 to detect objects such as car plates. please note that you should download tensorflow-YOLOV3 first then can you execute the program.
the file "platesplit.py" can help you split the numbers in a car plates.
the file "MNIST_own_data_plate.ipynb" can help you do recognition, including number and letters.
