Update Docker environment

- Remove build.md which was included by mistake.
- Improve dev.sh script.
- Update .gitignore to exclude artifacts folder.
- Create .dockerignore file.
- Replace get_version.sh script with inline command.
- Reduce image size by using alpine as base image.
