docs(weave): Add basic Azure integration page

Adds a bare-bones Azure integration page under https://weave-docs.wandb.ai/guides/integrations. Also adds sidebar entry and link out from https://weave-docs.wandb.ai/guides/integrations/

Notes

• Not our repo, but since we link to the official Azure preview doc from our own page, I proposed writing improvements at Minor writing updates to weights-and-biases-integration.md by J2-D2-3PO · Pull Request #117 · MicrosoftDocs/azure-ai-docs.

Possible things to update

• This page is very bare bones atm. Wasn't able to find info focused just on Weave, the MS blog just covers the general W&B integration with a brief Weave call out. Once the integration is live, I can get an Azure account to test and document a full end to end flow and/or link out to the official MD docs
• I'm guessing we might want to update our link out to https://learn.microsoft.com/en-us/azure/ai-services/openai/how-to/weights-and-biases-integration though, since it's just the preview. I'm assuming there will be an official Azure doc once it goes GA
