Release for BITS at Broad

This release contains a number of updates including:
-- code base moved from the deprecated SnowTools to SeqLib
-- Improved discordant read clustering (read-group aware)
-- BFC error correction
-- simpler sv and indel scoring

This will also sync with the initial Dotkit release from BITS at the Broad Institute.
