• add up-cli for argocd https://docs.upbound.io/mcp/gitops/#add-the-up-cli-init-container-to-argo
• update deps to fit platform-ref-aws again
• update repo structure
• update for make render
• update for make yamllint
• change submodule to crossplane/build
