Have done the checkout@v4 bump.
Some warning in stables about phpcpd but it will be removed soon anyway - moodlehq/moodle-plugin-ci#264

Updated moodle-ci.yml to cover PHP 8.1 and PHP 8.2.
Updated code to comply with PHP 8.1.
Issues with PHP 8.2 exist and will be taken care of separately.
