Pull Reversions

Strike one for auto merger. This shouldn't have been merged. Had to revert.

Upon reversion, the contributor should be unassigned. The task should be reopened. Debts should be created if the permits were issued- although the debt system never panned out smoothly.

It's nice that we have to manually generate the reward as a final check actually (not a bug, a feature?)

@pbkompasz as a heads up this isn't accepted.
