What does it mean for the device to have a trust relation to the local router?
Devices do need to trust a local router at least enough to send it peer requests, a multi-router setup is probably going to be a common pattern where an endpoint only asks a local router to connect it to a global/central one.
Does a device have to have an active link to the router in order to send peer requests?
Yes a device needs to maintain or establish a link to the local router to be able to send peer requests to forward packages.
