fix(components): stencil unit test by downgrading to v4.6.0 from v4.8…

….0 (#2350) Stencil was updated to [v4.8.0](https://github.com/ionic-team/stencil/releases/tag/v4.8.0) in #2343 But this version is still failing unit tests (with another error): https://github.com/swisspost/design-system/actions/runs/7087436600/job/19287685445?pr=2349#step:5:18
