The current issue where: the stable release draft always runs checks for SDK-Core schema vs. subgraph schema.
The change addresses this issue by: only checking the SDK-Core schema vs. the subgraph schema IF there is an explicit (bump SDK-core version) intention to create a release draft for SDK-Core.
