@jamiecohen i already added the latent/active distinction in the latest work on the congenital branch - mind if we use that version? I'd like a few more days to work on it though |

Fix for setting congenital birth outcomes -- these are amongst all maternal to child transmissions that occurred, so filtering by whether the source was a latent or active infection to determine outcomes.
