Drizzlepac v3.8.0rc0 release candidate 0

This branch contains everything from 3.7.1.1 including two PRs implementing fixes necessary for Numpy > 2.0. The commits included are:

• HLA-1322: Addressing Numpy 2.0 issues in Astrometric_utils.py ( 3d9da2f)
• Small update to buildmask for Numpy 2.0 ( c191741)
