#9547 hasn't been active in almost a year so I took my own crack at this.
Unlike the other pr, this has it's own simpler implementation of pairings without a dependency. It works well enough within the max rounds constraints (never user defined, always based on the number of participants). Almost all rules are based on the official VGC rules (https://www.pokemon.com/static-assets/content-assets/cms2/pdf/play-pokemon/rules/play-pokemon-tournament-rules-handbook-02132024-en.pdf).
Will put up the client pr once this is reviewed.
