Requirements:

Vagrant and Virtualbox

Usage:

Execute:
vagrant up

Login to saltsshbox:
vagrant ssh saltsshbox

Become root:
vagrant@saltsshbox:~$ sudo -i

You are ready to test salt-ssh:
salt-ssh -i '*' test.ping

root@saltsshbox:~# salt-ssh -i '*' test.ping
testserver:
    True
