SILConverters w/ new Paratext Project EncConverter (for use in Paratext Back Translation Helper dialog)

This version has transducers for Python 3.x, Azure OpenAi Chat, Vertex AI Chat, No Language Left Behind (NLLB) language model, and the dotnet RegEx object to the core EncConverters package, and updated the BackTranslation Dialog in Paratext & Word to support 4 translators and reordering and full chapter converting for NLLB converter and/or if you have your own credentials for any of the Translators. Also, there's a new Paratext Project EncConverter (only works in the BackTranslation Helper Dialog in Paratext) that feeds data from another project (e.g. a Serval-produced draft) to the dialog as a resource.
