feat: move packages to biome

Description

Continuation of the refactor, all packages moved to biome.

command
pnpm lint (running also with the commit)

before:
Time: 34.382s

after
Time: 4.138s

this also moves typecheck to separate task, but linting and formatting are much quicker now
