sbp_tcp_offloading Cookbook

This cookbook will disable the tcp offloading settings of the NIC.

Include sbp_tcp_offloading in your node's run_list

TODO: The only part that is working now is the windows-part. For other OS this cookbook need to be updated

1. Fork the repository on Github
