This release addresses a high impact security issue reported in advisory (ASA-2024-001). There are other non-security bugs fixes that have been addressed since v0.38.2 was released, as well as some improvements. Please check the list below for further details.

This release provides the nop mempool for applications that want to build their own mempool. Using this mempool effectively disables all mempool functionality in CometBFT, including transaction dissemination and the broadcast_tx_* endpoints.

Also fixes a small bug in the mempool for an experimental feature.
