Basic functionality and dev structure.

Commands are not very important for now, the main idea is to allow people to clone the project and get them rolling with a functional bot. Further commands can be added easily and there's a notable separation of context between web and bot (interoperability between the both is mandatory).

Documentation on how to mount/use the bot is also mandatory.
