Moved Pokémon Jump types to gSpeciesInfo

Description

One of the last things left to move to gSpeciesInfo.
Also, added the following missing data to PLA/Gen 9 Pokémon that are smaller than 71 cm:

• PKMN_JUMP_TYPE_NONE:
  • Flies: Squawkabilly, Wattrel.
  • Floats: Hisuian Voltorb (for parity with Kantonian form), Chi-Yu, Flittle, Glimmet, Pecharunt, Poltchageist, Rabsca, Sinistcha, Sinistcha, Tadbulb, Tadbulb, Terapagos (Terastal).
  • Swims: Hisuian Qwilfish.
• PKMN_JUMP_TYPE_FAST
  • Hisuian Zorua, Capsakid, Gimmighoul (Roaming), Maschiff, Nymble, Pawmi, Pawmo, Sprigatito, Tandemaus, Tatsugiri.
• PKMN_JUMP_TYPE_NORMAL
  • Totem Togedemaru, Charcadet, Dachsbun, Grafaiai, Greavard, Maushold, Quaxly, Rellor, Terapagos (Normal).
• PKMN_JUMP_TYPE_SLOW
  • Hisuian Sliggoo, Bramblin, Dipplin, Dolliv, Fidough, Frigibax, Fuecoco, Gimmighoul (Chest), Iron Bundle, Lechonk, Nacli, Naclstack, Shroodle, Smoliv, Tinkatink, Tinkaton, Tinkatuff.

Rebased to upcoming with only the relevant changes.
Also, from the PLA Pokémon under 71cm:

• PKMN_JUMP_TYPE_NONE: Hisuian Voltorb (for parity with Kantonian form) and Hisuian Qwilfish (swims)
• PKMN_JUMP_TYPE_FAST: Hisuian Zorua
• PKMN_JUMP_TYPE_SLOW: Hisuian Sliggoo

And gave Totem Togedemaru Normal Jump.
