Region Motif Tools with Unintegrated Region Motif Data Manager

New Features

• Region Motif Tools downloads motif databases as tool dependencies and installs them in the correct place. This has only been implemented for the test motif database.
• Region Motif Data Manager provides a high level, automated way to install motif databases via the Galaxy administrator interface.
