Relies on coresponding changes in the "snip-lib" package. The WXME format number has increased to accomodate alpha values.
Preserve selected color--alpha combinations exactly, while also encoding the old way for backward compatibility. The old encoding is lossy due to round-off and doesn't support the full range of what can be encoded, so that's why a direct representation is also kept. Also, color preferences that include backgrounds didn't work as intended before, since installing a background color did not disable transparency.

Part of an implementation for racket/drracket#512 . There's a "FIXME" where an alpha foreground setting is needed in
style%from the editor system, though.
