This branch has the following latest changes for THE CHUNNEL

1 instance_type = "t3.xlarge"
2 Memory for the api-image to be 12GB
3 Add a new janitor combined tag and job janitor. Removed ttl. New Janitor will clean the jobs that created more than 1 hours. Tag janitor will check the all the tasks that is not in running status and delete all related deploy , job, task in the tag table. The new janitor runs per 10 mins
4 Added a new method for ecs to retrieve the running task.
