imports a face-lifted version of https://github.com/cryptape/ruby-ethereum-abi/ (2016)
I couldn't reach two cases of nested, dynamically sized arrays with tests, so they will raise an
UnimplementedErrornow. It would be interesting to get good test cases for that. ref ethereum/tests#691
