This PR adds a package metadata extractor.

This commit uses the .dsc file content to determine
the package name.

It also moves the entry point definition for the
extractor to 'setup.cfg'
This commit introduces a new structure of debian
package metadata. Metadata is now structured
along upstream-version, debian-version, and
platform (binary architecture).
