Allow create or drop indexes in safe mode. By default safe is False to preserve the current behavior.

Running

$ aerich migrate --safe=True

Will generate a new migration that checks if indexes exist or not before create it or drop it

DROP INDEX IF NOT EXISTS ...
CREATE INDEX IF NOT EXISTS  ...

Note: Full support currently only available for PostgreSQL
