The `--deployment` behavior won't trigger if already installed packages meet the requirements. This makes sense, but was surprising and caused at least one production bug. For now document this behavior so at least we won't be as surprised.

This behavior has surprised my team more than once over the years. It would be good to get it more fully documented. |
