Add files required for gradle wrapper to run

./gradlew bootstraps gradle by using the classes and properties
under the gradle/wrapper directory (which also meant removing
that directory from .gitignore). The version of gradle to use
in the wrapper isn't specified in build.gradle, so this
commit updates to the latest (4.3).
