Oppian Build And Deploy System

This is the old Oppian build and deploy system. It is based off buildbot, one set per 
project. It created 3 deployment environments, production, staging and development.

Development was triggered by a commit to github. A hook started the build and deployment
of the project. It would start with a fresh database.

If this succeeded and passed all the tests it would then trigger a staging build. This
differs by instead of having a fresh database a copy of the existing production database
would be used and any schema and database changed applied (via south).

The process to apply it to production required a manual trigger. This was so that staging
could be verified and given the all clear before the same process applied the production
deployment.

This was made public as an example of our deployment procedures and so others could learn.

We have since moved to deployment using AWS CloudFormation.
