Fix compatibility issue with cPython<=3.11.3

📝 Description

• Current implementation depends on the filter arguments of Tarfile.extract()method, which was introduced during CPython 3.11.4 release ([Bug]: Anomalib does not work with Python<=3.11.3 #2393 (comment)).
• This PR makes anomalib work with Python<=3.11.3 by dispatching code based on current python version.

I just tried this on Python 3.10.14 and it works fine. Maybe it is an unintended bug in 3.11.3. Personally, I would be hesitant on rolling back security changes.
