Think of CNRS as the funding agency and IN2P3 as the facility; the closest (but admittedly not perfect) analogy would be the relationship DOE and Fermilab have.

Brian B, As you noted this institution commonly goes by “IN2P3” and ROR lists it as “Other Name”. In this instance (i.e. non English names) I would use the ROR Other Name, i.e. IN2P3. ?
