fix: set library authoring settings for development too

In `tutor dev`, the MFE was failing to create or load any content libraries. This was because we were patching openedx-lms-production-settings instead of openedx-lms-common-settings. Thus, BLOCKSTORE_COLLECTION_UUID was set fine in production mode, but not in development mode.
