Add PoC bit Header component and import/export

Description

Set up this repo to be used as a component library, as well as current monorepo functionality, using bit.dev to publish/share components. Should be a start for the Hack4Impact team to be able to work on a new repo using some/all of our existing components that they need to start.

How Has This Been Tested?

Just to start, I've extracted the <Header /> component from the main nowcasting app, and linked/exported/reimported using bit, and seems to be working fine on my end.
