System changes for lhs 1

- rename tab to "Votes & Minutes"
- remove "Propose a new member" button
- remove "Propose an amendment to the constitution" button
- add "Record minutes" button opening form with "Date of discussion" field, list of directors with column of "Participants" check boxes, "What was discussed" text field to write/paste discussion and "Submit" "Cancel" buttons
- when new minutes are submitted send an email to all directors with subject "New minutes submitted for [Org name]", first line "Please read the newly submitted minutes below. If you don't feel they provide an accurate reflection of the discussion you can indicate this at [minutes page link]", then details of the minutes
- each set of minutes has its own page similar to proposal pages
- minutes do not create an entry in the "Votes in progress" section
- include minutes in timeline
- rename tab as "articles"
- replace constitution text with lhs phase 1 articles
- rename tab as "Directors"
- add "Add a new Director" button, opening form similar to new member proposal form, with additional "Date of election" field and check box "I certify this individual was duly elected as a Director at a General Meeting held on this date"
- add column of "Stand down" buttons at right of list of directors, opening form with "Date appointment ended" and check box "I certify this individual duly ceased to be a Director on this date".
- when directors are added or removed send a notification email to all directors
