Migrate to Docusaurus 3.1.0 #696

This PR:

  • bumps Docusaurus and dependencies to 3.1.0
  • rewrites all docs plugins and tests to TypeScript
  • bumps Nodejs to 18.x
  • fixes cross-repo and prism plugin race conditions
  • bumps all other packages to the latest versions
  • bumps external/adrs to fix the new stricer MDX linting error
  • Docusaurus 3.x broken link checker also includes checking anchors. Fixes all broken anchor links across all the docs and submodules
