NCS 2.7.0 rebase

All noup commits have been moved to the top of the branch so that they are applied after all the fromtree and fromlist commits. This operation required the following two commits to be corrected during cherry-picking:

• 90f792f ("[nrf fromlist] boards: nordic: nrf54l15pdk: Disable asserts on flpr") was modified to not depend on noup changes from 8217fd3 ("[nrf noup] boards: add nrf54l15/nrf54l15/cpuapp/ns as board variant")
• b613931 ("[nrf noup] boards: nordic: nrf54h20dk: Add aliases for RESETINFO") was turned into a fromtree commit (f86af85) to prevent a conflict in 49d3236 ("[nrf fromtree] boards: nordic: Add PWM support for LEDs on nRF54 DKs")
