Update nuget dependencies

This PR includes the following non-deps updates:

• Switched the global.json configuration to disable rollForward. Seems useful for reliable builds generally but does not actually prevent the problem discussed in Disable dotnet rollForward #2472. See open issue: Auto-referenced packages gets added to packages.lock.json for Microsoft.NET.Sdk.BlazorWebAssembly dotnet/sdk#39635
• Updated the manual npm run update-lock-files script to be dotnet restore --force-evaluate to force evaluate all existing deps. See nuget restore docs.
