  1. [ofono-binder] Allows ignoring APN errors via config file 

    Miatoll devices are failing with OEM error 503 while everything is
working as expected.

This patch add an option to ignore some errors in
binder_network_set_initial_attach_apn() preventing device from flooding
qcrild (and draining battery).
