new task: tags customers with excessive refunds

Development notes:

• Purposely did not check returns or type of refunds, as they are not overly cohesive in Shopify (and apparently returns focused apps typically have some capacity for this)
• Considered using an optional look back period to limit the count and how many orders to check, but decided that would be a reasonable enhancement that a merchant could undertake if desired
• A potential variation of this task might be to make the threshold a monetary amount, but will wait to see if there are specific requests for it
