Because flight control systems for outdoor flight use sensors such as GPS to control location. Indoor operation will need to have the ability to replace the GPS positioning with some other method for way-point transition and general navigation.
Additional information for collision avoidance will also become necessary. Close quarters with artificial lighting sources will also change the performance requirements of drone based sensors.
