Icicle NTT Integration
Description
Adds support for Icicle NTT integration.
NOTE:
Due to Icicle not supporting Stark252 the implementation currently implements a dummy trait for the Stark252 field so all STARK Prover tests fail when compiled with
--features icicleType of change
