Before I merge this in, I am going to see if I can get the builds working GitHub's matrix now that they support include / exclude.

I am also wondering if -target arm64-apple-ios-macabi -miphoneos-version-min=13.1 is a bit redundant. I think this is the same as -target arm64-apple-ios-macabi13.1 but I'm not sure.
