WIP: Draft of potential support for DRA and Kueue

What this PR does / why we need it:

I wanted to see if I could actually implement this in Kueue.

It seems to work but there is def some edge cases to work out and it is buggy.

This is also dependent on the KEP so its mostly for my sanity at this point.
